We have teams leading advocacy in cities such as New York and Dhaka, and thematic experts driving policy change in places as diverse as Nairobi and Tunis.

Executive Director

Quinn McKew

Quinn in Executive Director for Article 19. She has a Masters of Business Administration from Georgetown University focusing on global non-profit management and a BA in International Relations and the Environment from Stanford University. Prior to joining ARTICLE 19, she worked for the largest non-profit management consultancy in Europe, and was a campaign manager for leading environmental organisations in the United States.

Barbara Dockalova

Barbara joined ARTICLE 19 in 2018, and is responsible for leading the strategic development, management, design, coordination, and delivery of ARTICLE 19 global campaigns. In addition, she provides support and guidance to regional offices to ensure effective external mobilisation in line with ARTICLE 19 Expression Agenda.

Barbara has a Masters Degree in Science and Business. Over the past 12 years, she has been campaigning with human rights organisations in Asia, Africa and Latin America to influence policies and practice that protects the rights of older people, rights to sexual reproductive health and secure gender equality.

Director of Communications and Campaigns Communications and Campaigns Team

Sara Wilbourne

Sara Wilbourne joined ARTICLE 19 in 2016 to lead the development of the organisations’ international communications strategy together with the evolution of international campaigns.

Sara has extensive experience in NGO communications primarily with Amnesty International Secretariat where she held senior positions with responsibility for international publications and strategic communications. She led the development of the iconic Amnesty international brand during a seven-year process which resulted in the first unified global expression of the organisation. Prior to joining Amnesty Sara spent the first twenty years of her career in the field of educational and academic publishing, first joining Longman Scientific and Technical division (now Pearson), and going on to become the youngest university press publisher in Europe in 1992 when she took over the reigns of Cork University Press. Sara went on to become the President of the Irish Publishers Association in 2000 and the launched a number of ground-breaking titles with authors who taught her the joy of collaboration and diversity in pursuit of knowledge.

Ephraim Percy Kenyanito

Ephraim joined ARTICLE 19 in early 2017 as Digital Programme Officer for Eastern Africa office, and has been part of the Digital Programme at the International Office since 2019 researching the nexus of the Domain Name System (DNS) and Business and Human Rights (BHR)

Ephraim is a trained lawyer, a Certified Project Management Professional (PMP – PMI USA), and an Associate of the Chartered Institute of Arbitrators (the UK and Kenya) and a Certified Professional Mediator (MTI East Africa), with over nine (9) years in the African and global International Trade, Technology, Media and Telecommunications industry. Between 2014 and 2018 he served as the youngest advisor on Internet Governance to two UN Secretary Generals: Ban Ki–moon and António Guterres. Additionally, since 2012 he has executed international development projects with a diverse range of leading international institutions across 46 African Union member countries and served as an Independent Expert to two ICANN Implementation Advisory Groups.

Presently, Ephraim does research at the nexus of the Domain Name System and Business and Human Rights (BHR) with an international institution, ARTICLE 19. He is also a member of the GFCE Advisory Board, Digital Peace Now, European Commission GIPO advisory group among other board positions. He is also a full member of the International Association of Privacy Professionals (IAPP), the Project Management Institute (PMI) and Pan African Lawyers Union (PALU).
Ephraim is currently pursuing Postgraduate qualifications in Technology, Media and Telecommunications Law at Queen Mary University of London (United Kingdom) and a Masters of Business Administration (MBA) at University of East London (United Kingdom) and holds an LLM in International Trade Law from the University of Turin (Italy) and also holds an LLB (with Honours) and also various certifications in and Business and Human Rights.

Head of Digital Digital Team

Mehwish Ansari

Mehwish leads ARTICLE 19’s Global Team Digital, which works on building human rights considerations in the design, development, standardization, and deployment of internet infrastructure.

Since joining ARTICLE 19 in 2016, Mehwish’s work as a digital program officer included leading its engagement at the International Telecommunication Union (ITU), a UN specialized agency. Previously, Mehwish worked at the American Civil Liberties Union (ACLU) as part of the Speech, Privacy & Technology Project and the Human Rights Program. She holds an MSc in Global Governance and Diplomacy from the University of Oxford and a BA from Barnard College, Columbia University.

Programme Officer Digital Team

Raquel Renno Nunes

Raquel joined ARTICLE 19 in 2020 and is the Digital Programme Officer focusing on spectrum management issues, primarily in and around the ITU’s Radiocommunication Sector. She has been working with topics related to human rights and social impact of digital technologies since 2003 in educational and digital rights organisations and since 2010 she is a member of the International Center for Info Ethics (ICIE).
Currently based in Berlin, she also worked together with local grassroots communities in Central and South America on projects to tackle digital divide among women and girls in familiar agriculture and indigenous communities.She holds a PhD in Communication and Semiotics from PUC-Sao Paulo, focusing on the intersection between urban studies and the media environment.

Vidushi Marda
@VidushiMarda

Vidushi joined ARTICLE 19 in 2017, and is an Indian lawyer working on technology and human rights. As Senior Programme Officer with ARTICLE 19’s Team Digital, her current research and policy engagement focuses on algorithmic decision making. In particular, she works on examining the contours of algorithmic fairness, accountability and transparency; with a view to better inform legal, policy, and technical approaches to solving for them.

She also works towards strengthening human rights considerations in Internet infrastructure, particularly at Internet governance bodies like ICANN and the IEEE.

Vidushi is a member of the Centre for Internet and Society, where she previously worked. She has produced research in the areas of internet governance, big data, access to knowledge, and cybersecurity. Her work on privacy in traditional Indian law was recently cited by the Supreme Court of India.

She leads the research efforts of the Cross Community Working Party on Human Rights (CCWP-HR) at ICANN, and was a member of the Freedom Online Coalition (FOC) working group on human rights and cyber security, “An Internet Free and Secure” (2013-2017). She is a visiting Research Associate at DATACTIVE, University of Amsterdam, where she works towards understanding content regulation vis-a-vis increased dominance of platforms on the Internet.

ECA Programme Officer

Suay Boulougouris

Suay joined ARTICLE 19 in 2018 as Programme Officer for Europe and Central Asia team. She conducts research on digital rights and content moderation. She also provides support to ARTICLE 19’s legal submissions related to freedom of expression cases in Turkey.

Prior to joining ARTICLE 19, Suay practiced law for several years, advised international clients on a wide range of corporate matters and ensured compliance with local legislations.

Suay holds an LL.M in International and European Law from Ghent University as well as a bachelor’s degree in law from Istanbul University. Suay was admitted at the Turkish Bar in 2013.

Finance Purchase Ledger Assistant Finance Team

Terry Warner

Terry Warner joined ARTICLE 19’s Finance team in May 2020 as the Finance Purchase Ledger Assistant. He is responsible for looking after supplier payments, staff expenses, and bank reconciliations.

Terry’s experience comes from starting out as an office junior in the finance sector. Over the years, he has gained vast experience in sales/purchase ledger and bookkeeping, across various industries including, Media, Retail, and the financial payments sector.
